The decision point: where are the goods really going?
The Windsor Framework introduced a two-lane approach for goods moving from Great Britain to Northern Ireland. The deciding question isn't just "where is the truck headed" — it's "what is the risk that these goods end up onward in the EU single market after entering Northern Ireland?"
- Green lane — the goods are for internal Northern Ireland use. Simplified information, significantly lighter paperwork, moved under the UK Internal Market Scheme (UKIMS).
- Red lane — the goods are at risk of onward EU travel. Full Union Customs Code declaration pathway, including a standard customs entry and safety and security requirements.
UKIMS: the key that unlocks the green lane
To use the green lane, a business must be authorised under the UK Internal Market Scheme (UKIMS). UKIMS authorisation isn't automatic — Revenue need evidence that the applicant is established in UK, has a robust customs record and can give the declarations Revenue expects.
For new traders, getting UKIMS-authorised is usually the single highest-leverage step in reducing Northern Ireland customs friction. It turns what would be a full UCC declaration into a much lighter simplified filing.
What the red lane actually involves
- Full UCC import declaration on the Irish/EU side (via AIS).
- Safety and security entry.
- If the goods are for onward sale into the EU, full duty and VAT treatment as if entering the EU for the first time.
- Typically, higher risk of physical inspection.
The red lane is not a punishment — it's the default when we can't confidently say goods will stay in Northern Ireland.
Mixed consignments
Many real-world trailers mix both categories: some goods destined for Northern Ireland use, some destined for onward Irish or continental EU sale. In that case both lanes apply on the same vehicle, and the paperwork must segregate them cleanly. Put differently: if your packing list can't distinguish green-lane from red-lane, the whole load will be treated as red-lane by default.
Practical checklist
- Is the consignee in Northern Ireland? (Yes → candidate for green lane.)
- Is the consignee UKIMS-authorised? (No → can't use green lane this time; apply.)
- Are there any goods in the consignment at risk of onward EU travel? (Yes → red lane for those lines.)
- Does your packing list separate lines by destination clearly? (If not, fix it before the truck leaves.)
